Abstract

The article examines the theoretical foundations of the
application of administrative and legal responsibility for administrative
offenses in the field of informatization and communication of modern
society.Information technology has become a part of human life today. In
everyday life, everyone in the world has such opportunities as prompt access
to information, communication and exchange of information, education,
remote medical consultations and employment with the help of information
technology. However, at present, the development of information technologies
and communications, the fight against offenses in this area and ensuring
compliance with legislation remain relevant. The increase in administrative
offenses in society, since informatization and communication have a direct
impact on the life of a person and society, requires effective legal regulation of
measures of legal responsibility in this area. In the course of the work, a review
of the works of domestic and foreign scientists was conducted, author's
definitions on “information law” were proposed, concepts on “the composition
of information offenses”, the most important concept in bringing to legal
responsibility, were developed. The purpose of the study is to analyze the
concept and specifics of administrative and legal responsibility for
administrative offenses in the field of informatization and communications and
to identify problems that arise during the study.
